CURRENT ESTIMATE NO. 1 – BALDWIN STREET BACKFLOW PREVENTER CONTRACT
A motion of the Borough Council regarding the remittal of Current Estimate No. 1 – Baldwin Street Backflow Preventer Contract to Osiris Enterprises, Inc. in the amount of $47,207 .88 for work completed to date . Remarks : The estimate has been reviewed and approved by Engineer Sites.

A motion of the Borough Council regarding the award of the Garbage/Recycling contract to the lowest responsible bidder Westmoreland Sanitary Landfill, LLC for the contract years 1, 2 and 3 Option Years ______ for the Garbage/Recycling Contract or Garbage/Recycling and HHW IE Contract. Remarks: The HHW/E Waste contract low bid will add $37,800 in costs the first year increasing each year
thereafter.
LABOR AGREEMENT – FULL TIME POLICE OFFICERS AND THE BOROUGH OF BRIDGEVILLE
A motion of the Borough Council regarding the Labor Agreement between the Full Time Bridgeville Borough Police Officers and the Borough of Bridgeville for the Calendar Years 2019, 2020 and 2021. Remarks: The agreement includes the following :
3 Year Contract
Wage Increase 2.5% – 2.5% – 2.5%
Deletion of paragraph 7 under Article XI – Retirement – Continue exploration of DROP Pension
Article XXI – Payroll Deductions – Verbiage change due to the legality of the Fair Share Act
Article XXIV – Substance Abuse Policy – final agreement year extended
Article XIV – Insurance – UPMC added to choice of medical insurance
PROPOSED ORDINANCE NO. 1003
A motion of the Borough Council regarding Proposed Ordinance No. 1003; an ordinance amending the Borough of Bridgeville Stormwater Management Ordinance No. 939; an ordinance that establishes stormwater management standards, site plan requirements, operation and maintenance responsibilities, prohibits certain activities and provides for certain exemptions, enforcement , fees, expenses and penalties for violation thereof . Remarks: Allegheny County requires the ordinance be in effect by December 1,
2018. The ordinance has been duly advertised.
PROPOSED ORDINANCE NO. 1004
A motion of the Borough Council regarding Proposed Ordinance No. 1004; an ordinance adjusting the members’ contributions to the Police Pension Fund. Remarks : Per the actuarial recommendation conducted in October 2018, police pension contributions shall be lowered from 7% to 2.5% for the months of November and December 2018. As of January 1, 2019 member contributions shall be raised to the maximum permitted by Act 600 – 8%. A review of the fund will be conducted in September 2019 regarding additional adjustments to the contributions. The ordinance has been duly advertised.
LAMAR BUS SHELTER AGREEMENT
A motion of the Borough Council regarding an updated agreement between Lamar Advertising of Pittsburgh and Bridgeville Borough. The agreement has been updated to remove one shelter on Dewey Avenue that has zero usage and a $500 per shelter per year annual cash guarantee, years 1-10. The expiring contract included 7 shelters @$750. Lamar proposes 6 shelters @$500 per year due to a decrease in advertising sales of the shelters per Section 12 of the agreement. Remarks: Solicitor McDermott has reviewed the document.
CURRENT ESTIMATE NO. 3 – 2018 SANITARY SEWER REPAIR CONTRACT A
A motion of the Borough Council regarding the remittal of Current Estimate No . 3 – 2018 Sanitary Sewer Repair Contract A to Niando Construction, Inc . in the amount of $_______ for work completed to date. Remarks: Engineer Sites is reviewing the submittals and will provide documentation to Council prior to the Council Meeting on Monday.
CALENDAR YEAR 2019 BUDGET WORKSHOP MEETING ADVERTISEMENT
A motion of the Borough Council approving the advertisement of the Budget Workshop Meeting to be held on Tuesday November 20, 2018 at 6:00 p.m. in the Council Chambers.
CALENDAR YEAR 2019 PROPOSED BUDGET ADVERTISEMENT
A motion of the Borough Council approving the advertisement of the Calendar Year 2019 Proposed Budget to be available for public inspection on Monday November 26, 2018. Remarks: This advertisement will meet and exceed the ten (10) day public review requirement per the Borough Code.
